Media Station first developed WinToon for Microsoft, and the earliest Media Station titles (like George Shrinks Interactive Storybook) bear reference to this. However, later versions don't reference WinToon anymore.
This engine, which has no official name, was most famously used for many titles in the Disney's Animated Storybook series, including the infamous launch of Disney's Animated Storybook: The Lion King in December 1994. More information on Media Station's role in the Disney's Animated Storybook series is available from Wikipedia, sourced largely from insights shared in books by Newton Lee (a key Media Station software developer).
